David Ammons, Albert Coates Professor of Public Administration and Government at UNC, has been appointed to the National Performance Management Advisory Commission. This commission is charged with creating a principles-based framework for public sector performance measurement and management.
The commission was established by 10 leading state and local government public interest associations, including the International City/County Management Association; National League of Cities; U.S. Conference of Mayors; Government Finance Officers Association; National Association of Counties; National Conference of State Legislatures; Council of State Governments; Association of School Business Officials International; National Association of State Budget Officers; and National Association of State Auditors, Comptrollers and Treasurers.
The Commission includes appointees from each of the sponsoring organizations as well as recognized leaders in the field from management, research organizations, and academia.
“A lot of local governments in North Carolina and across the country have worked hard to develop good performance measures — both to enhance accountability and to improve their services,” Ammons said. “Some have been more successful than others. This commission will attempt to come up with a framework for developing and using performance measures that will be helpful to these and other governments and will improve their likelihood of success.”
Ammons joined the School of Government faculty in 1996. His expertise is in public administration, productivity improvement in local government, performance measurement and benchmarking. He teaches a course on productivity improvement in local government in the Master of Public Administration program, and he has published widely on the topic of local government management.
